To Members of the California State Assembly: I am returning Assembly Bill 1322 without my signature. This bill would establish a school-based health unit within the California Department of Education (CDE) to administer and support school-based health programs operated by local educational agencies. In recognition that all state agencies must work together to better support our youth, the 2019 Budget Act included $500,000 in one-time funding to support the creation of an interagency collaborative between the Department of Education, the Department of Health Care Services, and other regional and state agencies to improve the coordination and accessibility of services and supports to our students. While this bill is well-intentioned, the creation of a school-based health unit at the CDE would be premature given this recent investment. Sincerely, Gavin Newsom |
