An act to add Section 50410 to the Health and Safety Code, relating to the Department of Housing and Community Development.

Housing and Community Development: grant contracts and agreements.
Existing law establishes the Department of Housing and Community Development in the Business, Consumer Services, and Housing Agency. Existing law requires the department to administer various grants, including the California Emergency Solutions Grants Program.
This bill would require the department to issue and complete, for any grant program administered by the department, all necessary contracts and standard agreements, if applicable, between the department and the grant recipient within 90 days of issuing a grant award letter to the grant recipient. The bill would require the department to issue and complete these contracts and agreements by March 31, 2022, for a grant award letter issued to a grant recipient prior to January 1, 2022. The bill would provide that the department shall use moneys appropriated to it in the annual Budget Act or
another statute for purposes of the bill’s provisions or for the general administration of the department.

The people of the State of California do enact as follows:
SECTION 1.
Section 50410 is added to the Health and Safety Code, to read:50410.
(a) Notwithstanding any other law, but to the extent permitted by federal law, for any grant program administered by the department, the department shall issue and complete all necessary contracts and standard agreements, if applicable, between the department and the grant recipient within 90 days of issuing a grant award letter to the grant recipient.(b) The department shall issue and complete the contracts and agreements described in subdivision (a) by March 31, 2022, for a grant award letter issued to a grant recipient prior to January 1, 2022.
(c) The department shall use moneys appropriated to it in the annual Budget Act or another statute for purposes of this section or for the general administration of the
department.
