SB 942, as introduced, Wilk.
State Energy Resources Conservation and Development Commission: community-shared solar systems.
Existing law authorizes the State Energy Resources Conservation and Development Commission to prescribe, by regulation, energy efficiency standards, including appliance efficiency standards. Under this authority, the commission has established regulations requiring solar-ready buildings and the installation of photovoltaic systems, as specified, and authorizing the commission to approve community-shared solar or battery storage systems as means to comply with those requirements.
This bill would provide that it is the intent of the Legislature to enact legislation codifying the regulation authorizing the commission to consider community-shared solar systems as an alternative to onsite solar photovoltaic systems for certain housing projects.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to enact legislation codifying a requirement that the State Energy Resources Conservation and Development Commission consider community-shared solar systems as an alternative to onsite solar photovoltaic systems for housing projects approved pursuant to the 2019 Building Energy Efficiency Standards adopted pursuant to Part 6 of Title 24 of the California Code of Regulations.
