An act to add Section 22162.8 to the Public Contract Code, relating to Paradise Irrigation District.


LEGISLATIVE COUNSEL'S DIGEST


AB 1957, as amended, Gallagher. Paradise Irrigation District: water pipeline: design-build process.
Existing law authorizes, until January 1, 2025, local agencies, as defined, to use the design-build project delivery process, as specified, for specified public works.
This bill would authorize the Paradise Irrigation District to utilize the design-build project delivery process to assign contracts for the construction of a water conveyance pipeline from the Town of Paradise to the City of Chico.
This bill would make legislative findings and declarations as to the necessity of a special statute for the Paradise Irrigation District.

The people of the State of California do enact as follows:


SECTION 1.

 Section 22162.8 is added to the Public Contract Code, to read:

22162.8.
 (a)Upon approval of its governing body, the Paradise Irrigation District may use the design-build contracting process described in this chapter to award a contract for a water conveyance pipeline from the Town of Paradise to the City of Chico.

(b)Notwithstanding Section 22169, this section shall not be repealed on January 1, 2025, but shall remain in effect after January 1, 2025.

(c)On and after January 1, 2025, the Paradise Irrigation District may continue to use the design-build process as described by the provisions of this chapter as they read on December 31, 2024, for the conveyance pipeline from the Town of Paradise to the City of Chico.

SEC. 2.

 The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique need to restore adequate water service to the Town of Paradise.
