CHAPTER 117

An act relating to state claims, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.

AB 1830, Gonzalez. State claims.
Existing law requires the California Victim Compensation Board, in cases in which a person who submits a claim having been convicted of a crime shown by the evidence to have not been committed at all or not committed by that person, to report the facts of the case and its conclusions to the Legislature with a recommendation that the Legislature make an appropriation for the purpose of indemnifying the claimant for the injury.
This bill would appropriate specified sums from the General Fund to the executive officer of the board for the payment of claims of specified individuals.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:


SECTION 1.

 The sum of eight hundred forty-three thousand eighty dollars ($843,080) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board for the payment of the claim of Marco Contreras, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.

SEC. 2.

 The sum of fifty-nine thousand seven hundred eighty dollars ($59,780) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board for the payment of the claim of Emmanuel Castillo-Lopez, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.

SEC. 3.

 The sum of three hundred sixty-nine thousand four hundred sixty dollars ($369,460) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board for the payment of the claim of Deshawn Reed, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.

SEC. 4.

 The sum of one million forty-four thousand eight hundred twenty dollars ($1,044,820) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board for the payment of the claim of Horace Roberts, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.

SEC. 5.

 The sum of one million one hundred twenty-nine thousand six hundred sixty dollars ($1,129,660) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board for the payment of the claim of Timothy Atkins, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.

SEC. 6.

 This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the California Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order to pay claims against the state and end hardship to claimants as quickly as possible, it is necessary that this act take effect immediately.
