An act relating to state property, and making an appropriation therefor.

AB 510, as amended, Quirk-Silva. State property acquisition: West Coyote Hills project site.
Existing law generally authorizes the Director of General Services to acquire title to real property in the name of the state whenever the acquisition of real property is authorized or contemplated by law, if no other state agency is specifically authorized and directed to acquire it. The Wildlife Conservation Law of 1947 establishes the Wildlife Conservation Board and requires, among other things, that it authorize the acquisition of real property, rights in real property, water, or water rights as may be necessary to carry out the purposes of that law.
This bill would appropriate for the 2018–19 fiscal year an unspecified sum from the General Fund to the Department of General Services Wildlife Conservation Board to be used for the purchase of specified property. The bill would provide that, notwithstanding specified law, this money would be available for encumbrance for five 5 years after the date upon which it is first available for encumbrance.

The people of the State of California do enact as follows:


SECTION 1.

 (a) There is hereby appropriated for the 2018–19 fiscal year the sum of ____dollars ____ dollars ($____) from the General Fund to the Department of General Services Wildlife Conservation Board to be used for the purchase of the remainder of the 510-acre West Coyote Hills project site, which is located in the northwest area of the City of Fullerton adjacent to the Robert E. Ward Nature Preserve that encompasses 72.3 acres west of Euclid Street, and is generally bounded on the north by the City of La Habra, on the east by Euclid Street, on the west by the City of La Mirada, and on the south by Rosencrans Avenue and residential development, and through which Gilbert Street extends in a northerly direction through the east-central portion of the project site.
(b) Notwithstanding Section 16304 of the Government Code, the money appropriated by this act shall be available for encumbrance for five years after the date upon which it is first available for encumbrance.
