Under existing law, a person, firm, or corporation, their leases, trustees, or receivers, owning, controlling, operating, or managing any water system within the state, who sells, leases, rents, or delivers water to any person, firm, corporation, municipality, or other political subdivision of the state, is a public utility subject to regulation by the commission.
