This measure would urge the United States Congress and the President to establish an official federal holiday to commemorate Cesar E. Chavez on his birthday, March 31, and all Californians to celebrate Cesar E. Chavez by engaging in service, events, and actions representative of his legacy on his birthday and throughout the year.

NO WHEREAS, From humble beginnings in 1927, Cesar E. Chavez, founder of the United Farm Workers, rose to be a major force in American history, making him one of the heroic figures of the 20th century; and
WHEREAS, Through personal sacrifice, Cesar E. Chavez focused national attention on the plight of farm workers, making the world aware of their demands for safe and fair working conditions in the fields of our nation; and
WHEREAS, Millions of Americans from across the nation, of all races and nationalities, joined Cesar E. Chavez in the movement for farm workers’ rights; and
WHEREAS, Cesar E. Chavez was a champion of civil rights, labor rights, voting rights, and women’s rights, and was an early environmentalist, warning the public of the devastating effects of pesticides on both farm workers and consumers; and
WHEREAS, As a result of these and other valuable contributions, nine states, including California, and numerous cities across the nation celebrate the birthday of Cesar E. Chavez, March 31, as a holiday, and countless schools, streets, libraries, and other public institutions have been named after him; and
WHEREAS, Cesar E. Chavez, like Dr. Martin Luther King Jr., was a proponent of nonviolent civil disobedience, and his life serves as a model for all Americans; now, therefore, be it
Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the United States Congress and the President to establish an official federal holiday and day of service, learning, and action to commemorate Cesar E. Chavez on his birthday, March 31; and be it further
Resolved, That the Legislature urges all Californians to celebrate Cesar E. Chavez by engaging in service, events, and actions representative of his legacy on his birthday, March 31, and throughout the year; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, to the Majority Leader of the Senate, and to each Senator and Representative from California in the Congress of the United States.
