An act to add Section 14042 to the Government Code, relating to transportation.

AB 2018, as introduced, Fuentes. Transportation study: Northeast San Fernando Valley.
Existing law specifies the various powers and duties of the Department of Transportation relative to transportation planning and implementation of transportation projects and services. Existing law creates the Los Angeles Metropolitan Transportation Authority with specified powers and duties.
This bill would require the department, in conjunction with the Los Angeles Metropolitan Transportation Authority, the Southern California Regional Rail Authority, and local transportation agencies to conduct a comprehensive study and survey, and cost benefit analysis, that analyzes the potential for additional transit services in the Northeast San Fernando Valley in the context of changing land use and demographic trends. The required study and analysis would be required to be conducted within existing resources available to the department and regional or local agencies. The bill would require the department, by January 25, 2009, to convene an advisory group to provide guidance to the department relative to the study and analysis. The bill would require the department to conduct public hearings on its proposed report and recommendations. The bill would require the final report to be submitted to the Legislature by December 21, 2009.

The people of the State of California do enact as follows:


SECTION 1.

 Section 14042 is added to the Government Code, to read:

14042.
 (a) The department, in conjunction with the Los Angeles Metropolitan Transportation Authority, the Southern California Regional Rail Authority, and local transportation agencies, shall conduct a comprehensive study and survey, and cost benefit analysis, that analyzes the potential for additional transit services in the Northeast San Fernando Valley in the context of changing land use and demographic trends. The study and analysis required by this subdivision shall be conducted within existing resources available to the department and regional or local agencies.
(b) The study and analysis to be conducted pursuant to subdivision (a) shall examine all of the following and provide a comparison of various options:
(1) Measures to improve the productivity and cost-effectiveness of current transit and commuter rail services in the Northeast San Fernando Valley area.
(2) Potential viability of a new Metrolink station in Pacoima.
(3) Additional transit services on Van Nuys Boulevard and San Fernando Road.
(4) Potential responses to growing demand for mass transportation services on weekends and during evening hours.
(5) Feasibility analysis of a dedicated busway in the Northeast San Fernando Valley area.
(c) The department shall convene an advisory group no later than January 25, 2009, which shall include, but need not be limited to, transportation experts, community leaders, appropriate government agencies, and other interested parties. The advisory group shall provide guidance to the department with respect to the study and analysis.
(d) After receiving input from the advisory group and concluding the study and analysis, the department shall develop proposed recommendations for implementation along with any required legislation that will facilitate implementation. The department, in conjunction with the Los Angeles Metropolitan Transportation Authority and the Southern California Regional Rail Authority, shall conduct public hearings on its proposed report and recommendations. Following the public hearings, the department shall submit the final report to the Legislature no later than December 21, 2009.
