An act relating to water quality, and making an appropriation therefor.

AB 1054, as introduced, Spitzer. Water quality: bond appropriation.
The existing California Clean Water, Clean Air, and Safe Neighborhood Parks, and Coastal Protection Act of 2002 authorizes the issuance of bonds in the amount of $2,600,000,000, for the purpose of financing a program for the acquisition, development, restoration, protection, rehabilitation, stabilization, reconstruction, preservation, and interpretation of park, coastal, agricultural land, air, and historical resources, as specified. Of that money, the act makes $300,000,000 available for the purposes of clean beaches, watershed protection, and water quality projects to protect beaches, coastal waters, rivers, lakes, and streams from contaminants, pollution, and other environmental threats.
This bill would appropriate $20,000,000 of the $300,000,000 to Orange County for clean beaches, watershed protection, and water quality projects to protect beaches, coastal waters, rivers, lakes, and streams from contaminants, pollution, and other environmental threats, including, but not limited to, stormdrain-to-sewer diversions, stormdrain filters or screens, and regional education programs.

The people of the State of California do enact as follows:


SECTION 1.

 From the funds available under paragraph (2) of subdivision (c) of Section 5096.650 of the Public Resources Code, the sum of twenty million dollars ($20,000,000) is appropriated to Orange County for clean beaches, watershed protection, and water quality projects to protect beaches, coastal waters, rivers, lakes, and streams from contaminants, pollution, and other environmental threats, including, but not limited to, stormdrain-to-sewer diversions, stormdrain filters or screens, and regional education programs.
