An act relating to public postsecondary education.

SB 713, as amended, Alpert. Public postsecondary education: doctoral degree in education.
Existing law establishes the California State University and provides for its administration by the Trustees of the California State University. Existing law designates 25 institutions of higher education as components of the California State University, and authorizes these institutions to provide various academic programs. Existing law provides that the mission of the California State University is undergraduate and graduate instruction through the master’s degree, but authorizes the university to award doctoral degrees jointly with the University of California and jointly with one or more independent institutions of higher education, if the proposed doctoral program is approved by the California Postsecondary Education Commission.
This bill would require the state to ensure that a sufficient number of affordable, high-quality opportunities to obtain the doctoral degree in education (Ed. D.) are made available to interested candidates.

The people of the State of California do enact as follows:


SECTION 1.

 (a) The Legislature finds and declares that outstanding administrative educational leadership is essential to the provision of high-quality educational opportunities for students in California’s schools, colleges, and universities.
(b) The state shall ensure that a sufficient number of affordable, high-quality opportunities to obtain the applied doctoral degree in education (Ed. D.) shall be made available to interested candidates to meet the current and future demand for education educational leadership in California’s schools, colleges, and universities.
