Relative to state employee merit awards.

ACR 118, Cannella. State employee merit awards.
This measure would request that additional merit award payments, authorized by the Department of Personnel Administration, be made to specified individuals whose proposals have resulted in annual savings and net revenue gain to the state.

WHEREAS, An award of $51,665 has already been made to Fred R. Raleigh, State Department of Mental Health, for a proposal resulting in actual statewide savings of $1,091,470 for recommending that the procurement process for pharmaceutical products be reorganized under a primary vendor that would provide the majority of the state’s institutional needs for generic and proprietary pharmaceuticals; and
WHEREAS, An award of $5,000 has already been made to Jerome A. Ackerman, Department of Justice, for a proposal resulting in annual savings of $78,429 for recommending that the Command Center be computerized. This Command Center is an information center for law enforcement and criminal justice agencies throughout California and the United States; and
WHEREAS, An award of $5,000 has already been made to Tony M. Mar, State Board of Equalization, for a proposal resulting in increased revenue of $483,805 for recommending that full-time tax representatives staff the collection operation to assess and collect use taxes on purchases entering California from international airports and borders; and
WHEREAS, An award of $5,000 has already been made to Ross Turner, Employment Development Department, for a proposal resulting in net savings of $50,197 for recommending that the cash validation process of the Overpayment Adjustment and Reconciliation Group use the Statistical Analysis Stem software and discontinue the manual completion of a cash validation spreadsheet. The software would perform the entire analysis; and
WHEREAS, An award of $5,000 has already been made to Merle C. Greenman, Department of Motor Vehicles, for a proposal resulting in a net revenue gain of $1,477,717 for recommending the revision of Department of Motor Vehicle Form Reg. 138, Notice of Release of Liability, to include a space for the seller of a vehicle to report the selling price and provide an accurate amount for computation of the use tax due from the purchaser of the vehicle; and
WHEREAS, An award of $5,000 has already been made to Mary Ann Morgan, State Board of Equalization, for a proposal resulting in a net revenue gain of $613,693 for recommending that a computer-generated program be used to identify private railroad cars not assessed properly for the annual Private Railroad Car Assessment Roll. The computerized procedure would generate hundreds of thousands of dollars in additional tax revenue; and
WHEREAS, These employees’ proposals have resulted in actual savings to the state of $3,795,311; and
WHEREAS, As a result of these savings and increased revenue, it is unnecessary to appropriate additional funds for payment of awards to these employees; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby requests that the following additional awards, authorized by the Department of Personnel Administration, be made as to the following employees:

Resolved, That the Secretary of the Senate transmit copies of this resolution to the Controller and the Department of Personnel Administration.
