AB-1630 Medical billing task force.(2019-2020)

As Amends the Law Today


 Chapter 3.5 (commencing with Section 127610) is added to Part 2 of Division 107 of the Health and Safety Code, to read:

CHAPTER  3.5. Medical Billing Task Force
 (a) It is the intent of the Legislature to ensure California consumers can better understand the services they are being billed for after a medical visit.
(b) On or before April 1, 2020, the office, in consultation with the Insurance Commissioner, shall establish a medical billing task force.
(c) The task force shall do all of the following:
(1) Engage interested parties in the development of a system to improve the readability of medical bills for consumers.
(2) Create a standard medical billing form to be used by a health care entity.
(3) Provide for greater certainty of medical bill requirements by a health care entity.
(d) On or before December 1, 2020, the office shall prepare and submit a report of findings based on the efforts of the task force to the appropriate policy and fiscal committees of the Legislature. The report shall be submitted in compliance with Section 9795 of the Government Code.
(e) As used in this section, “health care entity” includes a professional person, medical group, independent practice association, organization, health facility, or other person or institution licensed or authorized by the state to deliver or furnish health care services, a health care service plan licensed pursuant to the Knox-Keene Health Care Service Plan Act of 1975 (Chapter 2.2 (commencing with Section 1340) of Division 2), and a health insurer writing health insurance, as defined in Section 106 of the Insurance Code.
