SB-1018 Interstate 710 North Gap Closure project: cost-benefit analysis.(2015-2016)



As Amends the Law Today


SECTION 1.
 Before making a final decision on the Interstate 710 North Gap Closure project, the Board of Directors of the Los Angeles County Metropolitan Transportation Authority shall do all of the following:
(a) Hold three public hearings consistent with the requirements of the Ralph M. Brown Act (Chapter 9 (commencing with Section 54950) of Part 1 of Division 2 of Title 5 of the Government Code) on the cost-benefit analysis prepared for the project in response to a motion approved by the board of directors at the June 2010 meeting.
(b) Provide a 90-day, noticed public comment period on the cost-benefit analysis.
(c) Respond to any comments received pursuant to subdivision (a) or (b) in a standalone document.
(d) Post on its Internet Web site the standalone document prepared pursuant to subdivision (c).
(e) Consider the standalone document at a noticed public hearing consistent with the requirements of the Ralph M. Brown Act (Chapter 9 (commencing with Section 54950) of Part 1 of Division 2 of Title 5 of the Government Code).
SEC. 2.
 The Legislature finds and declares that a special law is necessary and that a general law cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique circumstances regarding the Interstate 710 North Gap Closure project.
SEC. 3.
 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
SEC. 4.
 This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
To ensure that comments on the cost-benefit analysis prepared for the Interstate 710 North Gap Closure project in response to a motion approved by the Board of Directors of the Los Angeles County Metropolitan Transportation Authority at the June 2010 meeting are adequately considered and responded to, it is necessary for this measure to take effect immediately.
